Can you make an ATV street legal in MINNESOTA?

i want a motorcycle but i also need to travel down some quite loose gravel roads where a motorcycle isn't "safe" to travel.....and it could be kind of cool along with all the people asking about it and cop attention you would get but if its street legalized lke mirors, lights,and stuff you got nothing to worry about....can it be done cuz i want to
